There are homeowners and tenants that might be unaware that the Homeowners Association (of which every homeowner is a member) has a set of Bylaws & Covenants, and the agreement that all homeowners & tenants have agreed to when they purchased their home, or became a tenant.

Below is an excerpt from our Bylaws that explains this agreement:
BYLAWS: Article 1:2 / Owners subject to Bylaws
“All present or future Owners, present or future Occupants, or any other person or entity that might use in any manner, any improvement on or any portion of the Subdivision, are subject to the regulations set forth in these Bylaws (and Covenants). The mere acquisition or rental by any person of any of the Lots of the Subdivision, or the mere act of occupancy of any of said Lots, will signify that these Bylaws are accepted, ratified, and will be complied with by such person.”
For homeowners, you should have received a copy of the Covenants when you purchased your home. Check your transaction papers. If you can’t find them, below is a pdf file that you can download and print, in order to have your own copy.
Purpose of Homeowners Association & Board
When someone buys a home in our neighborhood, they make an investment in this neighborhood, whether their intent is more financial, or personal. Each is seeking a return on that investment, either through making a profit, or through the expectation of their continual enjoyment and pride of living here.
It is with this expectation in mind, that the Vista del Prado Homeowners Board derives it’s main charge & directive, to MAINTAIN THE VALUE OF OUR NEIGHBORHOOD, in order for all Homeowners to realize a return on their investment, whether financial or personal.
We would like to remind everyone that whenever the Board initiates on their own, or is asked, through the requests of individual homeowners, to make a ruling of any kind, that this directive is the ONLY intent of the Board. We are not elected to make personal rulings of any kind, but to act in accordance with our main directive, and to make sure that all decisions adhere to the letter & intent of our Bylaws & Covenants.
This being the case, we would ask every homeowner, whether they are on the initiating or receiving end of any of any discussion or action by the board, that they keep in mind that we all work toward the same end: the continued value of our & your neighborhood. We also would ask for the continued support of all homeowners, and their participation toward that same goal. The homeowners that make themselves available for, and invest their time on being a member of the Homeowners Board, are not placing themselves there for any reason other than making sure that all of us enjoy our neighborhood for a long time. As such, we ask that everyone keep this in mind, when either contacting the board, or being contacted by the board, on any matter, and that everyone, board included, keep discussions in a professional & civil manner, in order to resolve such matters. There is no single homeowner that has any more rights than any other homeowner, and so, we ask that everyone understand that any compromise that may be asked by the board, is for the ultimate good of the entire neighborhood, as a whole.
